Each backlog item traces back to a data source. No "we should probably work on that" items without a number behind them.
Every impact is an estimate with its arithmetic shown, and it is an upper bound until the change is timed at the gemba. Item 1: Setup is 61% of the 11.9 points of unplanned downtime, which is 7.3 points of Availability. Cutting the Form changeover from 45 to about 20 minutes removes 56% of that (4.0 points), and 4.0 × 92.3% Performance × 96.5% Quality is about 3.6 points of OEE, assuming Form is all of the Setup loss. Item 2: 14% of 11.9 points, if every jam were removed. Blank is not the constraint (Form is), so that gain reaches line output only after Form is relieved. Item 3: 0.21 days of supply is about 1.5 hours of queue at a 7-hour day, so that is the most it can shorten.
Either data source alone, OEE or VSM, gives you a list of losses. Together they show you which loss is the bottleneck, so you attack the one that moves the most output, not just the biggest percentage on a pie chart.
